Quand la modernisation produit de la souffrance. Le cas de La Poste suisse

Résumé

La libéralisation du secteur postal initiée au début des années 1990 a amené La Poste suisse à décentraliser ses structures productives en réorganisant sa production, le but étant d’augmenter les cadences et de réduire les temps morts. Le facteur, sur lequel se concentrent ces mesures, ne parvient plus toujours à assurer la qualité de son travail qu’il associe à la relation avec les usagers, et redouble ses efforts pour pallier les défaillances de l’organisation du travail. Les souffrances qui en résultent sont aggravées par un conflit social latent qui ne trouve aucune expression collective et structurée. Ainsi, il convient d’interroger la possibilité de réduire ces souffrances par une réglementation accrue du secteur postal et la mise en place d’instances favorisant le développement de l’emprise des salariés sur leur travail.

The liberalization of the postal sector initiated in the early 1990s led the Swiss Post to decentralize its structures by reorganizing its production. The aim was to increase the productivity and to reduce unproductive times. The postman, whose work is the main focus of these measures, is no longer able to ensure the quality of his work, which he associates to the relationship with users. In consequence, he redoubles his efforts to overcome the failures of the organization of work. This situation generates suffering that is exacerbated by a latent social conflict deprived of collective voice and structured expression. Thus, it should examine the possibility to reduce this suffering by an increased regulation of the postal sector and the development of employees’ control over their work.
